Vision: To provide well-trained and supported child advocates to speak for the best interest of abused and neglected children in Enotah Juvenile Court dependency proceedings until the child is in a safe, loving, and permanent home.

Position Goal: To ensure community volunteers are well trained and supported in their work to advocate for the best interest of abused and neglected children in Enotah Juvenile Court dependency proceedings.

Key Result Area – Volunteer Management

Goal: To maintain quality child advocacy through volunteer support, development, and retention.

Duties/Activities:

• Advocate Supervisor should have at least general knowledge of each case in order to provide appropriate and timely consultation and guidance to the volunteer. Volunteer Supervisor should also have enough knowledge of a case and sufficient time available to step into the volunteer’s place when a volunteer is unavailable.
• Advocate Supervisor must be accessible to volunteers during regular business hours. Volunteer Supervisor must be available in emergencies twenty-four hours a day, seven days a week or have a system established that allows a volunteer to contact someone for advice or consultation during such times. Examples of situations in which a volunteer might need after hours assistance would be a situation in which he/she was notified by social workers or law enforcement of a crisis involving an assigned child, which required immediate action by an agency or the court.

• Advocate Supervisor should hold regular one-to-one conferences with each volunteer to discuss case activities as well as the volunteer’s overall development and performance. When a volunteer is new and/or assigned to a very active case, this could require weekly meetings and telephone contact.
• Advocate Supervisor should be available to attend all activities/ interviews with volunteers’ first case assignment duties to provide support and to monitor performance.
• Advocate Supervisor should be available to attend court hearings with volunteers to provide support and to monitor performance. Experienced volunteers may not need supervisors at every hearing, but Advocate Supervisor should be available for contested hearings at a minimum in those instances.
• Advocate Supervisor is required to oversee the preparation of the volunteer’s timely written, accurate, evidence-based report to the court. This includes consulting with the volunteer on the recommendations to be made and reviewing the report with the volunteer to assure that it conforms to the law, court rules, and program policies.
• Advocate Supervisor is required to ensure volunteer time and management are entered into Optima/CPRS monthly for grant reporting
• Advocate Supervisor should provide frequent feedback to volunteers on their performance with specific guidance for the next steps or information that should next be gathered.

• Communicate with all disciplines consistently and with passion and professionalism
• Listen to feedback from volunteers and stakeholders & respond accordingly
• Advocate Supervisors should be provided adequate time for professional development that allows for maintaining up-to-date knowledge and skills in the areas of child abuse and neglect; juvenile justice and court procedures; advocacy; and volunteer management. They should also be given adequate time to seek support from colleagues and other CASA/GAL staff to relieve the stress inherent in this kind of position which has a high burnout rate.

Key Result Area – Case Management

Goal: To maintain quality child advocacy through the coordination of advocacy services and data collection to ensure CASA program integrity

Duties/Activities:

• Attend all Dependency Hearings for assigned cases.
• Meet with the family, introduce the CASA program, gather contact information and background if assigned by the Court at a hearing
• Work with other Volunteer Supervisors to determine which volunteer is most appropriate and available volunteer for new case assignment
• Obtain appointment order on new cases and any case changes
• Prepare case file for new volunteer. When meeting with a new volunteer, provide direction and “next-steps” direction as to how to proceed, and provide designated “new case” documents to new volunteers.
• Organize and maintain case files as described in the Standard Operating Procedures.
• Enter relevant case information onto the Optima database. Update as needed.
• Release CASA volunteers from their assigned cases when appropriate
• Advise CASA and assigned child on Victim’s Service and advocate for child’s best interest in accordance with GA code and other policies.

Skills and Knowledge:

• Knowledge of Best Practice in Child Welfare and professional judgment to make appropriate recommendations to volunteers
• Communicate with all disciplines consistently and with passion and professionalism
• Listen to feedback from volunteers and stakeholders & respond accordingly.
• Volunteer Supervisor should provide adequate time for professional development that allows for maintaining up to date knowledge and skills in the areas of child abuse and neglect; juvenile justice and court procedures; advocacy; and volunteer management.
• Basic understanding of DFCS policies and procedures to assist volunteers in navigation of process.

Key Result Area – Community Liaison/Collaborative Partners

Goal: To maintain strong and respective relationships with stakeholders and community partners, civic and other appropriate organizations.

Duties/Activities:

• Attend collaborative meetings, including MDTs, FTMs, DV Task Force, Family Connections and others appropriate.
• Represent CASA in community and with stakeholders
• Speak to civic groups as requested or scheduled by Executive Director
• Ensure that appropriate community public awareness and marketing materials are distributed (i.e. newspaper article in the community events section of the appropriate county newspaper(s), etc.)
• Plan and execute quarterly recruitment events for new volunteers
• Work with program staff to discuss ways to position CASA strategically with the child welfare partners in the community and with other community partners that may provide collaborative resources
• Collaborate with program staff on fundraising efforts and community events (Gary Adams Fund, Back Pack collection, etc.)
• Actively build awareness of child abuse & neglect and victim services.

• Possess strong interpersonal and professional skills

MINIMUM QUALIFICATIONS:

1. Bachelor’s degree in child development, psychology, sociology, social work, education, criminal justice or a related field.  Extensive experience may be substituted for degree.

• Two years’ experience required (volunteer or paid) in at least several of the following areas: social services, child advocacy, volunteer supervision, training, non-profit management, volunteer CASA or guardian ad litem, child welfare, education, mental health, or parenting.

• Computer Literacy with working knowledge of MS Office, Adobe Acrobat

• MSW, prior CASA/GAL experience and/or prior employment in volunteer management preferred.

Compensation:

• Salary Range $43,000 to $45,000
• 3% 401k Match
• Health Care Reimbursement Allowance up to $3,000
• Performance Based Bonus
